Construction Monitor Services

 

RHarper Consulting Group (“RHCG”) is an experienced, knowledgeable, and qualified provider of independent, objective reviews and monitoring of construction projects of all scopes.    In addition, our experience allows us to provide creative assessments and solutions of construction and design issues of all types. Our role as construction monitor is to provide accurate, timely and objective information as well as recommendations to our clients on managing their risk and other potential exposures.  We endeavor to facilitate the common goal of our clients and all project stakeholders; the completion of the construction project within budget and on schedule. Typically, our service is comprised of the Pre-Closing Document Review and Periodic Site Visits. 

 

The Pre-Closing Document Review consists of a comprehensive review of the available design, development and construction documents to verify the requisite conditions for construction have been achieved. Particular attention is directed towards the available information to determine that post-closing, the project can proceed with construction unimpeded and that the budget and schedule are sufficient to complete the project as planned and without unreasonable risk to the Client. 

 

Documents to be reviewed during the Pre-closing Document Review include utility availability letters, construction drawings, specifications, zoning approvals, construction contracts, schedule of values, development budgets, building permits, engineering reports, soil analysis, construction schedule, contractor/ major subcontractor qualifications, and other relevant documents supporting construction of the project.  RHCG will provide a report prior to closing detailing our findings and making recommendations if indicated.  Certainly, if major issues are discovered during the review, RHCG will notify the parties upon discovery and work diligently with the parties to achieve resolution to the issue to allow the closing to proceed.

 

Periodic site visits are conducted monthly or as directed by the Client.  The monthly site visits are generally conducted concurrently with the submission of the application for payment by the contractor.  RHCG will coordinate their visits with the contractor, architect and owners representative to assess and reconcile the actual construction progress and stored material with the amounts submitted on the application for payment.  In addition, RHCG will provide documentary evidence and digital photographs of the construction progress and stored material for inclusion in the site report. RHCG will provide an opinion on achievements of the milestones in the construction schedule.  RHCG will also provide recommendations on issues relative to the construction of the project and if requested, facilitate and organize meetings of the parties to address the construction related issues.

 

Upon Substantial Completion of the project, RHCG will provide a final report on the conformance of the project to the project plans and specifications, overall quality of the project, and position of the project relative to the project budget and schedule.  In addition, RHCG is available to the Client or other stakeholders of the project to provide our input or facilitate solutions to challenges if they occur during the course of the project.  Our experience and collaborative style of construction facilitation has proven to be an effective means to find creative solutions or resolve disputes.
